Under the Constitution, it’s Congress—not the president—who decides if, when, and where the United States goes to war.
The 2002 Iraq Authorization for Use of Military Force (AUMF) authorized war against Saddam Hussein’s Iraqi regime. It is unnecessary for ongoing military operations, but if it remains, presidents can use it to justify military actions that Congress never authorized. We’ve seen this happen.
The House voted to repeal the 2002 Iraq AUMF in 2021, and President Biden also supports repeal. Senate Majority Leader Chuck Schumer (NY) has committed to bringing the bipartisan bill to repeal the 2002 Iraq AUMF (S.J. Res. 10) to a vote. All our voices are needed to hold him to this promise.
